A Research Design to Investigate the Perception and Satisfaction on National Health Insurance

Abstract
It seems very important to monitor and recognize the transition of people¡¯s perception and satisfaction on the current situation and future direction of development of national health insurance system. And more schematic and reliable survey is needed by elaborated methodology because most results of perception and satisfaction on health insurance has been too restricted on specific aspects to evaluate overview the system.
Subjects were selected by proportional sampling from total insureds of National Health Insurance with the variables including region, sex, and age. A survey instrument was developed as a form of questionnaire with 5 point Likert scale statements on health insurance satisfaction, perceptions on medical environment and health security, and related items. Health insurance satisfaction were asked at the dimension of the beneficiary rate, quality of insurance administration, premium. Collected data evaluated the reliability of the internal consistency among the responded items. The overall satisfaction measured through a question and satisfaction index were calculated and analysed considering the satisfaction and weight of each question. And, to suggest alternatives to improve Korean National Health Insurance system, portfolio analyses were conducted with satisfaction and significance of each item or dimensions.
This pilot surveys on health insurance satisfaction have been conducted three times yearly since 2004. Summing up, it looks like very feasible monitoring method to survey and feedback the national perception and satisfaction using a schematic methodology like this research. And also, it could be the basis to develop Korean National Health Insurance as a sustainable health security system and improve the overall health care system.
